FESARTA introduces training programme

The Federation of East and Southern Africa Road Transport Associations (Fesarta) has introduced an innovative training programme. Designed to be an in-house training programme, it aims to prepare a driver for their duties on the road. MIKE FITZMAURICE hopes that it will go a long way towards improving driving standards in Africa.

The new Fesarta programme consists of 24 basic modules, divided into five separate categories. Each of the 24 e-learning modules is made up of the following elements:

  • A pre-test that determines the learner’s level of knowledge
  • A PowerPoint module
  • A booklet or study manual
  • A study guide (to be used with the manual)
  • A post-test to determine the amount of knowledge retained.

The pre-test determines a baseline of knowledge, while the post-test assesses the level of learning that has taken place. This post-test comprises 50% of the final grade, while the answers and work completed in the study guide make up the remaining 50%. If learners achieve a score of at least 80%, they will qualify for a certificate of completion.

General Course Information

All the training modules are short and factual, containing information consistent with international standards. When a driver registers for a module, they will gain access to the information pack, study guide, presentation, pre-test, and post-test for that module. They have one attempt at the pre-test, but three attempts at the post-test, after which they will have to re-register to gain access again.

Upon registration for each course, access will only be given to the pre-test, which must be submitted before gaining further access to the remainder of the course. This provides a baseline knowledge measurement, so that on completion of the course and submission of the post-test, the level of knowledge gained can be measured as a learning percentage compared to the baseline.

Once the post-test and the study guide have been submitted for marking, and the required mark of 80% has been obtained, a certificate of completion will be generated and provided to the learner.

The study guide booklet is broken up into questions which can be answered either by reviewing information in the booklet or by doing further research. The answers must indicate the learner’s understanding of the subject and reflect an acceptable level of competence. A list of reference websites is provided at the end of each booklet to assist learners in their research; learners can also use their own additional research material, but must provide a reference list for these sources in each booklet.

Course Procedures

  1. On course registration, the driver must write the pre-test.
  2. The driver must then attend the classroom presentation.
  3. The driver is then given the information pack booklet and study guide.
  4. The driver must, in their own time, read the information pack in conjunction with the study guide, completing the questions in the study guide using the information pack, suggested research websites, and/or their own research and knowledge.
  5. On submission of the completed study guide questions, the driver will book their date for the post-test, which will take place in the classroom or training centre.
  6. After completion of both the study guides and post-tests, grades will be finalised for each completed category. The course facilitator will then complete a summative assessment based on a driver’s completed work. This measures their performance and knowledge gained before presenting the driver with a certificate of completion, provided the 80% pass grade has been achieved.
  7. Should the driver not attain the required grade, they will be given the opportunity to rewrite at a date convenient to them.
  8. It should be noted that the pre-test and post-test are both multiple-choice tests. The questions in the study guide require the driver to answer in their own words using the research options or knowledge gained from the information pack.
